Tracy. The 29% is can not be considered as supporting. It cannot be considered as opposing it. So the 29% needs to be included in the 'not supporting' side as well as the not opposing side. Politics is not based opposing, but is on the supporting side. Basically the same discussion as with .T., .F. and NULL values.
