It doesn't work. There are allegations that an SP 2 hot fix is supposed to fix it. So, for 64 bit Win 7, should one desire to exclude themselves from the "mysteries" of SP 2, the
workaround, in lieu of SP2, to my understanding, is to use the "Picture" property instead of "PictureVal".
