Not that this will help your immediate system, but I always set pictures like this: ="mypicture.bmp" in the properties sheet. This gives me the flexibility to move things around if I want to and the project manager as well as the form will find it, once it's in the path.

Maybe you could loop through the active project and programatically edit all picture fields to be something similar?
