The short story is that I am involved with a small (400 member) non-profit club who currently tracks annual membership renewal, etc. using desktop apps like Excel and Access. We'd like to move to a web-based solution that provides features such as the following.

Using Paypal infrastructure to process payments is a good way to go and fast. Basically, as oppose to other credit card payment gateways, PayPal doesn't charge setup fees and you would not have to purchase a SSL certificate. However, you have to redirect the client to PayPal site to make the payment. You can adjust that page however to obtain a look and feel similar to your Web site. Many users do not want to be redirected to another site when comes time to make a payment as they wouldn't feel secure. But, for such a site, based also on a non-profil infrastructure, this would be something to consider.

As for the rest, well, it falls in consulting business. So, it all depends on whoever will quote on that one. Some may have special quoting structure in such a case. But, usually, they would charge there regular rate. You might also find an off the shell product that you could use and, maybe have it for free. But, in overall, whatever is free or low cost expense, usually delivers the same in return.
