For what it's worth, the top youth soccer organization in the U.S., AYSO, is specifically against rules of this type. Nobody enjoys a game that is a slaughter but AYSO's position is kids should not be deprived of playing time or the opportunity to score goals. No standings are kept so winning and losing do not apply.
