It does look strange that the generally available bandwidth should go down, when the tendency has been for it to go up all the time.
How does this cap work in practice, anyway? Once you reach your limit (a) you have to pay extra, (b) you can't connect at all, (c) you connect only at a slow speed, (d) some other method?
