Just like it always does, the system makes sure the money never gets to where it was supposed to go, but rather to buy a few politicians (local), armament and munitions (from the donor's country), influence (in the recipient country) and publicity (at home and abroad). Buying politicians is highly profitable, because they can make things legal - like relaxing the local laws to benefit the donor's corporations, and, besides, most of it is in form of loans which somehow make sure that debt is forever.
