yeah smartphones can do that. There are several services right now that let you upload videos to various servers (such as youtube, dailymotion, googlevideo..etc etc) - suppose it would be easy enough to put something like that together. I know there is a twitter feed called injusticenews or something like that which tries to provide news on dirty cops - perhaps a joint venture with that guy would be a good starting point.
