Windows NT or 95? IF NT, Rick Strahl's wwIPStuff class does this nicely. If windows 95, the only way I know how is:

RUN /N Rundll Rnaui.dll,RnaDial myConnection

where myconnection is the name of your connection. This is good for initiating the connection, but don't ask me how to kill it. :)
