Give it some time. Some university will commission a study to assess the impact of the paper being unrolled under instead of over. And of course they'll get $25 million in grant money (read 'free taxpayer money') to pay for it. It'll take 5 years, countless trips abroad and extensions of the fund, because, in month 10 of year 5 they'll stumble across some related factoid that'll justify Congress handing them another $25M.

It's the American way.
