So it's not any kind of aid or charitable stuff, it's just repairing and rebuilding what was destroyed, when they had about a million people more (not to mention half a million who died because of the sanctions... "I think it was worth it", as Madeleine Albright put it).

Spinning that as aid or charity is more cynical than I can be.
