I don't run it, but my understanding is WHS is a consumer product, designed for end-users to administer. Its administration capabilities are easier to use, but less powerful than the standard server products. IOW if a feature isn't fairly obvious in the end-user admin tools, it may not be there at all :(
It looks like permissions are related to entire shares, and can't get more granular (i.e. down to folders within shares):

There is also the issue that permissions on Windows servers are generally per account, not machine. I don't know if WHS does it differently.
