I can log in to the web app with the users that I have setup now. I have also added users through the Does the web configuration use the trusted user to log in to the database?

Doing some more testing and I can see that the web page uses a different Cassini instance then the one used by the configuration page. The Port and Virtual path are different. So why would the configuration page load cassini but not display in the browser. There are no errors or anything else going on.

>When you run a web application VS starts up a "mini" web server "Cassini" that handles the requests. That's what this window is. If you've changed the database server than more than likely your connection string needs to change as well. Can you connect to the database with SSMS (SQL Server Managment Studio)? Is this database on the same machine? If it's not you have to enable the TCP/IP protocol in SQL Server via SQL Server Configuration Manager.
