I figured out the issue with converting the report to use images temporarily stored in a General field. It actually requires a Registry change:

HKEY_LOCAL_MACHINE\SOFTWARE\CLASSES\.jpg

change the (Default) value to Paint.Picture


Now, by fixing the general field picture issue I was having I can use the built in VFP report option to center the image. What an awful klugey way to get images centered.
