No. READ EVENTS is a wait state. Its name is totally misleading, but its purpose is to allow you to set up your app and then sit there and wait for the user to do something.
* Do all the set-up you need
DO FORM YourMainForm

READ EVENTS

* Code down here doesn't execute until after 
* you issue CLEAR EVENTS

* Clean up
