I found a workaround for this problem thanks to Learn Dev Now. I am not sure what I changed that caused this to quit working but in the long run I like the workaround better. There is a program call aspnet_regsql.exe in the C:\Windows\Microsoft.NET\Framework\v4.0.30319 dir that applies all the start up code code (including membership tables) for the database. This way I can create a new database where I want it to be and then run this program.
