No idea why, but try for instance to cut (delete) all objects from the top of the picture and then paste them again where they were before.
This will effectively bring those objects up front. Had few situations where this solved funny/wrong rendering of report content in FRX. If I am not mistaken Martin uses listener in later XFRX (vfp9) versions, so perhaps problem might be FRX/listener related as well.
