If you are talking about the toolbars _you_ develop, there is no "native behavior" that will cause it to remember where it was. You need to develop methods for the Moved, Resize, BeforeDock, AfterDock, Undock... events to record the height, width, and position of the ToolBar. You can write this to the registry, an .INI, a UserPref.dbf... There's definetly work involved.
