Outlook Express or Outlook? they are two vastly different beasts. OE does a download for me every time it launches and then checks for mail every 5 minutes. It must just be a setting you have different. I don't see one that exactly controls the behavior.

Here's a trimmed down version of my settings OE from RegEdit. Maybe they'll help you find the difference:
