Of course business' are sitting on their cash rather than hiring, they don't yet know what their expenses will be.
Of course business' are reporting better earnings this year, their taxes are going up next year. Better to report now at lower levels.
Of course this will not change until this administration has the brakes put on its economically destructive policies.
