I found that even with SCREEN=OFF, the invisible app still took focus away from the user's current foreground application.
It was annoying.
What worked for me was to create a new windows user on that machine (with appropriate rights) and then tell the services to launch the app in that user context.
The app is then launched outside the user's desktop and can't steal focus.
It is also completely invisible to you - so make sure it won't hang :)
