Without knowing the details (like who were the elite, how did they differ from regular citizens etc), the assumption that the system in both countries has/had strong provisions to preserve their respective political elites is still correct.

USSR: all of the apparatchiks, i.e. anyone who was a president, secretary or any other higher functionary in raikom (rayon, i.e. region, committee (of the Party)) and above, plus the dignitaries in other segments of the apparatus - trade unions, Komsomol (communist youth league), high and exportable sport teams, military above certain rank, university and science institutes staff (starting with anyone with a tenure or a PhD), sports and chess representatives, KGB higher ranks etc etc. You get the picture.

I got some of that picture from a few guys when I was smuggling to Romania, where we'd all calculate a hefty margin, and the guys at the end of the chain were (described to me as) Ceauşescu's secret police officers, who had too much money and didn't care how much it cost to have a status symbol, nor where it came from.

US: bankers, families of old money, lawyers in the long established firms, stock brokers, whole financial sector, upper priesthood, upper military, military-industrial complex (owners of), celebrities - generally, any of those who never had to hammer a nail, whose product is just shifting values from one place to another, where it will cost more.
