It's not. Access is an attempt by MS to put programming in the hands of the masses. As Dregan stated, people often get out into the deeper water and have to call someone into to save them. I'm presently converting two such apps to .Net that started as Access apps that got out of control.

So all this "Lightswitch" does is reinforce the notion that anyone can be a programmer.

I have a friend who's a dentist. We joke about him developing a Do-it-Yourself-Root-Canal kit.
