This is more a social and religious issue than it is a government one. Many women in Turkey behave according to the social and religious environment they grew up in. Turkey is a place which took great strides in women's rights during the previous 20 years. HUGE strides compared to other countries.

Historically Turkey has been a tremendous ally to the U.S. In recent years that is changing as geopolitical interests change. Some of that is written about here:

I'm sure anyone from Turkey can respond on all of this better than I can. I just wanted to point out that it's not a simple situation and while changing the governmental laws is one thing, changing the the views and culture of an entire country is another.
