No, it's meant for when and if it becomes necessary so it can be formed at that time. It's not necessary today. But tomorrow, next year, in 2 years or 10 years, who knows. Hey, I'm perfectly fine knowing you don't own a weapon :o) If and when a local militia really becomes necessary it might get in the way when you walk up to the invading force proposing a game of soccer.... :o)
