They'd both work, but would do different tasks. Shift+tab, aka backtab, would navigate to the left within the grid. Ctrl+tab should navigate to the next object after the grid, in tab order. I assume ctrl+shift+tab should exit the grid to the left, i.e. to the previous object in the tab order (though I haven't tried that for a long time).
