You ignore/break them at your own risk according to your own gain/risk calculation. Civil disobediance/massive ingoring of certain laws point IMHO to an imbalance - and the american system was built on the idea of checks and balances, formalizing them to a greater extent than ever before. But laws do get changed - sometimes also the ways laws get created. This happened in Rome with tribuni plebis after the patricians overplayed, some laws are corrected/asked for by the judicial branch in western countries. And when I'm in a cynical mood I cannot fathom why some people from a country built on disobeying the [british] law are putting their own countries laws on such a pedestal.
