Probably that everyone is a felon and needs to be locked up.
Really though - the law is rather stupid if you ask me. Does this mean that all those live webcams outside peoples homes and businesses and all those security cameras at your local 7-11 are illegal? Sure looks that way to me! And I don't see why a cop would have any problem with you recording an arrest or a public conversation with a police officer either. If anything it *should* help the cop prove his case!
