Hay y'all

I am comsuming XML files that may have high order bit Ansii character embedded, Something like Resume with the last 'e' being acented. I am looking for a quick routine (in vb.net) that can convert these characters to a standard American character set (a..z). Does anyone know of a routine or web site that can assist in this coversion?
