FWIW, thanks to advances in science, we now also know that the part of the brain responsible for higher-order thinking (executive function) doesn't finish maturing until the early 20's. Thus, even though a 16-year-old may know intellectual how babies are made, he or she may not have the capacity to make smart decisions about it.
