My first thought was that there would be too much clutter on the screen to work effectively in the Form Designer. But it appears that I can work with "Bring to Front" so that only one container's controls are visible at a time. So this should be a viable solution.

I've started out fudging with the pageframe and have it mostly done. If it becomes too cumbersome I'll switch to your suggestion.
