Have you considered hiding the tabs on the pageframe and using another control to select the page (e.g. listbox)? That way you can change the order in which the pages are listed and add/remove them at runtime w/o actually removing the pages from the pageframe. If you want to keep appearance of tabs, you could use the tabstrip control -- it also gives you the ability to have one row of tabs that can be scrolled if they don't all fit in one row.
