Also check out Google's "App Inventor" which is being used by nursing students and school kids to write their own apps. Could that be useful in future for your client? If you have no control over the device then this is irrelevant but otherwise you might check these things out and make yourself a hero by showing how much $ can be saved by taking a slightly different route. ;-) JMHO.
