I don't put SET STEP ON anywhere - I put "Do debug_on", which is a little routine which first checks if it's in VFP or in runtime; in the first case it does SET STEP ON and some other things, in the other case it does nothing. So, if I forget to remove it, no harm is done.
A forgotten SUSPEND is far wilder beast.
