I fear you may be correct in your last statement. However, I think overall, the balance in congress will shift after November as well so it will be more like past typical administrations.

the fact that (no matter how some folks like to give the right credit for stopping things in the house) the majority is one party and yet all of those policies don't go through now, shows that not even everyone in his own party supports his views or at least believes politically it would be death to support them all right now...
