I posted from the link and informed you what I know. The recommendation comes from the first level of command and must go through every level in the chain and be signed off on at each level. They don't just sign, each commander reads the justification for the award and determines whether the potential recipient deserves the award. The same is true of the President, although by the time he receives the nomination, it has been vetted many times. Only the President can award the Medal of Honor.

I guess when he pins the award on the first living recipient for Iraq and Afghanistan he will have no idea why he is doing that according to you. Do you really believe the president just signs off on and doesn't read the justification for a Medal of Honor award ? Exactly how many recommendations for the Medal of Honor do you think he receives? It is the highest military medal in our country.
