Not sure why your encrypt is coming back on, but basically when you encrypt the file it fundamentally makes it uncompressible.

As JimB said VCX and DBC bloat are the typically reasons for exe/disk growth. Do reduce the DBC size:

use TheApp.DBC excl
pack
