Obama told the military to send him a plan for withdrawal from Afghanistan, and the armed forces sent him plans to escalate the war effort. Obama repeated his orders, and the military kept re-submitting plans for troop buildups and wider military operations. In this sense, the military was actually insubordinate - they refused to plan for a defeat.
