Well that's rather short-sighted I think. You put these criminals in substandard living conditions and do whatever you can to upset them that will just backfire. Problem is that 99% of those guys will probably get out one day - so now you end up with a really really pissed-off bitter criminal. Doesn't sound too smart too me. Anyway aside from that it's all the illegal stuff he does and how he abuses his office that errks me.
