In such cases, I added an additional field to the combined table, which I called "Origin" (i.e., "where do the data come from"). In the report, create a group on this field.
Adapting Naomi's commands:
select "1" as origin, * from Table1 ;
UNION ALL ;
select "2" as origin, * from Table2 ;
ORDER BY 1, 2 ;
into cursor csrReport NOFILTER
