He's right, he is using a different definition than the generally accepted one, which is a decline in GDP two quarters in a row. I do agree him that a lot of people and businesses are still suffering and that the recovery will probably take a while. But to me he has an odd definition when he says we will still be in a recession until we return to the peak. The peak was madness!
