Do you have an app/apps that run older help files maybe and the keys are still mapped after running? If you are using an older program that has help files that aren't supported by Windows 7 it comes up with a general Help and Support screen.
It could also be spyware or adware malfunctioning but I doubt that if your pc is clean.
