I had the same issue and it may be caused by the current default language other than English and/or the possibility that the command's parameter is case sensitive like this: devenv.exe /InstallVSTemplates.

If your default language is English you most likely don't face the problem because the tool kit's project templates are copied to the folder C:\Program Files (x86)\Microsoft Visual Studio 10.0\Common7\IDE\ProjectTemplates\CSharp\Silverlight\1033 by default. If however your default language is e.g. German, then the templates are expected in folder ~\1031. Most likely they are not there. Simply copy them from folder ~\1033 to folder ~\1031.

Then execute devenv.exe /InstallVSTemplates from C:\Program Files (x86)\Microsoft Visual Studio 10.0\Common7\IDE in the command window. If everything is going as desired under Windows 7 a window will pop up and ask you if you want to allow these changes. No other feedback is given.

Then restart Visual Studio 2010. This is how it eventually worked for me.
