Perhaps all the mucking about by the Borg, Kazon, Hirogen, Vidiians, etc. that somehow the lockout code was broken? Perhaps the EMH was trying to crack the code in his spare time?
What if they could get the replicator to generate kironide-laced Scalosian water?
