origninally from a very small town, the funds for fire protection are very limited. I would imagine this fee was used instead of tax funds etc.

If i were a betting man, i would guess that there was an issue before that was never resolved and now it has come back to haunt the owner of the home.

Is is right? No, but some long running grudges can exist in some small communities from episodes from earlier times. Family fueds? Who knows and you will never really know.
