In the story they draw a parallel between to drive a car without insurance. Here in Europe, at least in Norway, if you drive without insurance, you still have the right to medical care. And the damage you happen to make, will be covered for the unlucky part you crash into or whatever. Afterwards the insurance company will of course take action against the driver who had no insurance, but human lives and values will always come first. And the innocent part will not be suffering.

Same happens here.
