Installations range from single pc to Citrix worldwide distribution so I want the flexibility of VFP data or SQL Sever or Oracle (requirement of one client).

I have not looked at Strataframe at all but have been very happy with Mere Mortals. I picked it in part because they previously had a FoxPro product so I could always ask "I used to do ... in FoxPro. How do I do that now?" and they understand.
I had a brief introduction to a framework by EPS Software this summer (I can't remember the name, right now), and it also looks like it has potential. They also have plenty of old FoxPro hands on staff. I'm not really familiar enough to give you a comparison, though and have no idea how the price compares. Their pricing seems to be a bit more complicated.
