I wasn't sure if just the pipeline runs nearby the U.S. and it runs out of Mexico along the border or if it runs out of Mexico into the U.S. The article was not specific enough, but I thought I understood the same as you. Why on earth would Mexico pump 21 million gallons of raw sewage into the U.S.? Or really: why would the U.S. allow that?
