Only DC ?? I think no single restaurant in US is safe any more!
Perhaps establishing new government agency to deal with this 'severe threat' is perfectly justified. (Funded by new taxes)
How about HLRS ? ([H]ome [L]and [R]estaurant [S]ecurity).
There should be six guards on each restaurant,2 cameras per sqm, scanners like on airports, random spot checks on all suspicious citizens...
Not only middle eastern looking people are suspicious, but those with big fat stomacs are also potential threat!
If that guy wore bomb in his underwear, imagine what kind of 'stuff' can be stored in all those big fat stomacs!
(whole pig, bomb, whatever...). Full colonoscopy checks is maybe only only key to total security!

On a bright side; there will be all bunch of new jobs created (Security guards, colonoscopy stuff etc).
People will have more money, start going to restaurants again, you will need more security and there you go!
