I don't think your bug tracking app should manage checkout, but could have a way to link the files to the bug report. I know that On Time will handle everything else. (BTW, I'm not sure it's up to the user to assign priority. They always seem to make things #1)

Even though VSS works for you, there are better, more elegant solutions that are easier to use and manage and don't have the problems of VSS. Many of them are free. Switching over is fairly easy and straight forward.
